Social Services Block Grant (Title XX)

Federal block grant to states for a wide range of social services including adult protective services, childcare, home-based services, foster care, and services for the disabled and elderly. Administered by ACF/HHS under CFDA 93.667. States have broad discretion in how funds are allocated.

What it offers

Flexible block grant supporting 29 categories of social services. States choose which services to fund, including adult protective services, childcare, home-based services for the elderly and disabled, foster care, substance abuse treatment, and transportation. Annual federal appropriation approximately $1.7 billion. No individual entitlement — states set their own eligibility and benefit levels.
