SSA Representative Payee Program

Legal mechanism allowing a family caregiver to receive and manage a Social Security or SSI beneficiary's monthly payments when the beneficiary cannot manage their own finances. Required for most minor children and legally incompetent adults receiving SSI or SSDI. Parents and guardians living with the beneficiary are now exempt from the annual payee accounting report requirement. Not a benefit itself — an essential access mechanism that caregivers must navigate to receive SSA benefits on behalf of a care recipient.

What it offers

A representative payee receives and manages Social Security and/or SSI monthly payments for a beneficiary who cannot manage their own finances. For family caregivers: (1) Mandatory access point — a caregiver cannot receive or direct SSI/SSDI payments for an incapacitated or minor care recipient without being appointed payee; (2) Apply by contacting the nearest Social Security office, completing SSA-11, and proving identity; SSA says the payee application usually must be completed face-to-face and cannot be completed online; (3) Annual accounting reports are not required for a parent/legal guardian living with a minor child beneficiary, a parent living with a disabled adult beneficiary, or a spouse payee, but non-exempt payees may receive annual Representative Payee Reports and must keep records; (4) Funds must be used for the beneficiary's current and future needs, and unused funds must be saved; (5) Fee: SSA never approves an individual to charge a fee; qualified organizational fee-for-service payees may collect up to 10% of monthly benefits, capped at $57/month in 2026, or $106/month for an authorized drug/alcohol addiction higher fee.
