OAA Title III-C Nutrition Services (Meals on Wheels / Congregate Meals)

Older Americans Act Title III-C funds home-delivered meals (Meals on Wheels) and congregate meals at senior centers for adults age 60 and older. One of the highest-volume, lowest-barrier programs reducing family caregiver burden — eliminating meal preparation and providing daily welfare checks for the care recipient. The 2024 OAA final rule retained pandemic-era carry-out meal flexibilities. The common AAA entry point that often leads to referrals for additional caregiver support.

What it offers

Older Americans Act Title III-C nutrition services include congregate meals and home-delivered meals. ACL says congregate meals offer nutritious meals in a welcoming social setting, connection, health education, wellness activities, and a gateway to other community services. ACL says home-delivered meals bring nutrition and connection to older adults at home, with wellness checks, social connection, meals delivered by staff or volunteers, and information/referral. For caregivers, this can reduce meal-preparation burden and add routine contact. Local frequency, wait times, suggested contributions, and menus vary by AAA or nutrition provider.
