Multipurpose Senior Services Program (MSSP)
California's Multipurpose Senior Services Program (MSSP) is a Medi-Cal waiver program administered by the California Department of Health Care Services (DHCS) through local multipurpose senior service organizations. MSSP provides case management and a flexible package of community-based services to Medi-Cal-eligible individuals aged 60 or older who need nursing facility level of care but choose to remain in their own homes. Services are coordinated by a social worker and nurse team and are designed to delay or prevent institutionalization.
What it offers
MSSP provides case management by a social worker and nurse team plus a tailored package of supportive services that may include adult day care, personal care services, in-home and out-of-home respite, environmental accessibility adaptations, minor home repair, transportation, chore services, personal emergency response systems, meals, counseling, money management, and communication services. DHCS lists an enrollment cap of 11,370 and requires participants to be Medi-Cal individuals who would otherwise require nursing facility level of care, are age 60 or older, and reside in a county with an MSSP site.
Questions that decide eligibility
GiveCare prepares the questions; the program makes the decision. Bring these to the call or the application:
- 01
Does the person receiving care live in California?
Residency is usually the first thing a program checks.
- 02
What are the current income and asset limits, and whose income counts?
Our record lists 138% of the federal poverty level — limits change, so confirm the current figures.
- 03
Is the person receiving care in the covered age range (60–null)?
- 04
Does the VA disability rating meet the program’s minimum (our record lists null%)?
- 05
Do the work hours meet the minimum (our record lists null hours)?
- 06
Is there a caregiver-specific department, coordinator, or support line? Ask for it by name.
Many agencies have one that isn’t advertised on the website.
- 07
What documents do you need from us to start an application?
- 08
Is there a waitlist right now, and how long is it?
